Complaining against a neighbour for giving his house on pg without taking permission from other neighbours and legal authorities

R/Sir/madam I am a resident of Kharar(Punjab), my neighbour has rented his house to college boys on PG . He has not taken any license for this. And his PG mates are making lot of noise at nights, drinks play music and roam here and there on bike during nights, we requested owner many times to get them out and give his house to a family. Boys are like 'Gunde' they are drug addicts. so we afraid of complaining against them as if they could harm us anyway. Kindly help us how can we complain against him (owner) without revealing our identity and on what basis??Is there any legal procedure ?? Owner has not taken permission from any legal authority and from other neighbiurs before giving house on PG.
