Basic protection for psu(ongc) to psu(bpcl)

I joined Oil & Natural Gas corporation from Bharat petroleum corporation, I switched job through proper channel(completed through rule by rule).Both are public sector,Govt undertaking unit. Basic salary at BPCL was 15560/- but ONGC protected my basic salary to only 13990/- As per law to what extent my basic salary should be protected.

Is there have any rule regarding the protecting of basic salary? If yes when what is?

Are you direct candidate for getting job at ONGC?

Both are separate company after joining at ONGC as per their pay scale you will get. As per ONGC you right is only 13,990/-
