What should I do as the neighbours are not allowing plaster

I have constructed my home of two floors but the neighbours are not allowing to do plaster on the wall from outside which is joint with the neighbours house as the labour would have to go to the neighbours terrace to complete the plaster. So is there any way I can complete this work?

is continous buildings allowed in your area or you have deviated and constructed the building without leaving side setback

Its like that everyone constructs continuous buildings here.
