Passport for minor in custody case

Hello, I  have a divorce decree, with full and exclusive custody granted to me for my daughter, who is a minor. The decree also states that the father's consent will be asked for any Govt related works and if there is no reply within 7 days, the consent will be deemed to have been given.

I have applied for renewal of my minor child's passport and asked the father for the consent, however he has refused to give his consent? What recourse I have now to get my minor daughter passport renewed? Will Annexure G be sufficient with the divorce decree to be submitted to the RPO? Who should authorise the Annexure G? Is any other document needed for the same?

Yes. Annexure G is enough. but along with court decree copy.
