Agreement of sale of a flat

recently I bought a flat for Rs.32 lakhs and entered into agreement of sale and paid about 16 lacs , now I came to know that there are two partners in their firm and I have entered into agreement of sale with ONE partner, he only signed on my agreement and all my receipts and now he told that according to his partnership agreement he alone cannot do registration of my flat and his partner is not coming forward to register or sign on my agreement of sale , I came to know that their partnership firm is not a registered firm and also both have to sign on all the loans and advances and also they both should be signed to operate the bank accounts , I am ready to pay my remaining payment for registering the flat.  

Now what is the remedy for sale agreement ?

can I file specific relief of my sale agreement ?

or can I file in consumer forum ?

or can I file a cheating case on the partner of the firm ?

If not How can I get my money back ?

a suit for specific performance of contract will be the better choice.
