Power of governor

If a Governor has given assent to a bill passes by the state legislature and he retires after a week. Then can the new governor appointed in the state review his assent. Please suggest some case laws on this point.

Once the Governor has given his assent to a Bill passed by the State Legislature, the assent becomes final and the Bill is thereby transformed into an “Act” of the legislature and the Governor then becomes “functus officio”. Therefore, after that, it may not be possible for the new Governor to review the assent since the Bill is no more pending before the Governor as a “Bill” and it has already become an “Act” of the legislature under the provisions of the Constitution, even if the date of its commencement may be decided by the Government by a subsequent notification.
