Participating in psu bank tender

Hi,

We are participating in a tender floated by a PSU bank and one of the competition is a company in which this PSU bank is an "Investor". Can anyone please guide me on whether such a participation is allowed as per CVC guidelines?

While the CVC itself has given PSBs clear directives to distinguish between commercial decision andmala fide action, the implementation is subjective, depending on the CVO’s mindset.
