Wife willing, no one can stop her if she live and respect husband, she should return back to him wherever he keeps her as per his financial ability. As far dealing with brother in law I will not make any comments openly in public forum but dealing such person can be easily done if he's not minding his business. Mother in law, respected lady should mind her age and status while dealing with her daughter and son in law.

If the situation cannot be resolved by involving other elders of the family or relatives, you can approach the Court and file for Restituition of Conjugal Rights.

approach for involving elders and family heads already done. but still problem increasing from in laws, brother in law warning husband that case will be filed against husband using the nirbhaya law of women protection.
wherein wife agreed with husband after mutual decision that she is ready under condition of living separately.

Next time you have a conversation with your brother-in-law or mother-in-law, record the same. Also record your wife's willingness to stay with you. Do it discreetly.
