external commercial borrowing

We have made an application for external commercial borrowing to rbi . The same was rejected on the ground that it is not allowed for trading. Apart from this no other reason was assigned . How to proceed further is ecb is not permitted for trading company? Ecb guidelines does not mention anything in this regard
