dowry case

Can any dowry related or criminal case be filed when only marriage talks are going on? No roka or engagement or any other ceremony done.

The boy and girl came in contact through online matrimonial. Parents met and they agreed that boy and girl talk on phone and decide. After talking to the girl for 3 weeks boy says there is lack of compatibility. Now girls father is pressurizing to marry. He is saying if boy had to refuse why he talked to the girl. He is threatening compliant. No roka or ceremony done so far.
