Sir,
 
I am from BIHAR !
Is it mandatory for a 1978 born to have a birth certificate? I don't have birth certificate made till now. It was never asked and never made...
But, I have my DOB mentioned in my Class Xth Certificate and PAN etc. 
I am not able to obtain Nationality certificate? What should I do....? I have no record of place of birth... This was never asked anywhere till date but for passport this is required...
Can a sworn affidavit will do (I am a Post Graduate Diploma)
 
(In BIHAR and also for CBSE, only date of birth is recorded on 10th Certificate but in Maharashtra 10th Certificate has DOB and Place of Birth. So, their's 10th Certificate is a complete ONE)

you have to approch the local administration and have a non -availability certificate, then file a petition before the magistarte court under the birth and death registration act to register your date of birth in the local administraion office.
