One service provider has collected service tax from me but he did not pay it to service tax department.
What action can be taken against him under criminal law? and under which sections?
Will 420 or 406 apply?
If I complain to Service Tax department? Will they take action against him under criminal law besides provisions of service tax act?

Yes. They will take action immediately. But you have to provide correct information. So that you will get reward also.
