Child name change after re-marriage

Hello sir,My sister will be getting re-marriage shortly.she has a son,10years old.Can we change the kid's name in the birth certificate after the re-marriage by producing the marriage certificate?what are the prodedures for this?Also what is the procedure to change his name in Passport also?
