electricity disconnection

we live in flats with 60 units in hyderabad and only 30 are occupied and all the 30 paid their residential electricity bill and common bill was also paid as builder did not hand over some flats and he is yet to sell some flats and no one paid for balance 30 flats electricity bill, no the problem is AE has removed power from transformer for total 60 flats is it
right on his part if under which section of electricity act says it, he did not issue a notice to us, he says all the meters are in the name of builder so he has got right to disconnect whole building as it is new building we did not get the meter transferred in our name, is there any solution for it

act of AE is illegal and against law
