Validity of t.b.dhorajiwala vs iit, bombay judgement

Hello learned members, please let me know if the judgement of T.B.Dhorajiwala vs IIT, Bombay Judgement delivered by the Central Information Commission with regard to usage of words like why, what, when and whether still valid ?
Are the usage of the words why, what, when and whether is atleast valid in a simple RTI application which relates to the applicants own matter like in matters before the taluk office ?

Why you are under the impression that the judgment may no longer be valid?

Thank you sir. Because I heard that there is a verdict by a high court that these words are not premissible. However that verdict is particularly with regard to questioning a judicial decision. Is the dhorajiwala decision the final landmark decision with regard to these types of questions under the RTI Act ?. Is this followed everywhere (except those which the RTI Act specifically exempts under sec. 8 of RTI act) ?
