is there any chance to file a petition in court on basis of reply of legal notice

There should be a 'Lis" and cause of action for approaching the proper court.  Legal notice and reply confirm the stands taken by both the parties and for the court to decide that the parties know each other stand and when they failed to agree, they have come to court for Judgment in that dispute.
