Death if a Labour in a factory in Haryana

I got to know from a labourer that 4 years ago a Labour died in a factory in Harayna


the SHO concerned did not register a FIR at that time

there are witnesses to this death ..other labourers

can you tell me if we can revive this case

if yes ..can we file as RTI as there is no FIR

it seems the owners removed the name of this Laboure from all records of the factory

how do we proceed to give justice to the Labouer's family and start a fresh trail
