.....defendant filed the application for certified copy on 05/10/2017
and copy was ready for delivery on 12/10/2017
Appeal is filed in District Court on 13/11/2017 ....
Is this appeal within Law of Limitation??
Also note there was a diwali vacation in court from 14/10/2017 to 23/10/2017

Since you filed for the certified copy soon after the passage of order, your limitation starts from the date you got the order in hand.
Also you filed the appeal on 13/11/2017 which is within 30 days from the date of receipt of order.
So your appeal is within limitation period prescribed.
