Sale of land

A Landed property worth of crores transferred by Patta in the name of a person who has managed this property.The person's legal heirs(grandsons) transferred their right in the land to 4 persons on behalf of a group of persons by registering a deed saying that this land belongs to the group of persons app 200 people.Finally the 4 persons sold the land. They have not produced the power given to them by all the group members or the list of group members or the original documents of the sold land. As some members not given any power to sell the land, they have approached the court and the court also directed the registrar to enquire in to the sale.The district registrar enquired and given report that there is no fradulent documents found and the joint property sold by 4 individuals. In case not satisfied, appeal be made with the IG of Registration.But the IG is not conducting enquiery for the past 1 year.Whether criminal proceedings be initiated on the IG of Registration for not doing his duty ?.
