Maintenace fee

I AM A MEMBER OF A REGD COP SOCIETY IN TAMILNADU. THE SECRETARY DOES NOT SUBMIT STATEOF ACCOUNTS AND CONFESSES THAT HE IS UNABLE TO DO.OTHERS MEMBER ARE INDIFFERENT.BESIDES HE PERMITS THE PRESIDENT TO PARK ADDITIONAL VEHICLES IN THE COMMON AREA-SPECIAL PRIVELEAGE. UNDER THESE CIRCUMSTANCES CAN I "withhold" 0.50 PS. from the maintenance fee.Am I commiting any offence legally? I do not want to get legal or non legal issues as I am a senior citizen-other members are indifferent.Kindly advise. NRAJENGANESH
