2nd cousin marriage

my friend is a hindu boy and he likes a girl who is one of his cousins . will their marriage consider as a legal marriage , as per law ? relation is explained below... boy's father's father 's brother's daughter's daughter.

It comes under sapinda relationship,hence not permitted either as per HMA or SMA.But in southern states the marriage is performed, though genitically not advisable.
