Government employee and royalties

Hello, I just want to know that can a government employee (Central OR State) file a patent for his personally designed product or design, and can he earn royalties from private company while he is serving for public as a government employee. I mean can he earn personal income (royalties) while he is in the service. Is that legal? Is this type of earing allowed for Government Employee. I know that doing business is not allowed while in the service but i don't know about registering for patent or PPA - provisional patent application and selling it to private comapany and getting royalties. Is this thing allowed or not. I just wanted to clear it out that if or not i can earn personal income through any kind royalties. I need exact advice on this issue.
