u can apply to authority for taking entry in death and birth register at Municipal Corporation /local bodies. if refused then other resort.

to obtain death certificate you have to produce cause of death. suppose if he dies in the Hospital, Hospital authorities will issue death summary certificate.mentioning the cause of death Based on that you can apply for death certificate. If it is natural death the burial ground person will issue receipt. Based on the receipt you can apply and obtain death certificate.
