It's analogous, but not identical, to Sec 151 Civil Procedure Code.

Section 482 of the Criminal Procedure Code and Section 151 of the Civil Procedure Code are similar in the aspect of discretionay powers.

Section 151 empowers every civil court to exercise discretionay powers whereas Section 482 empowers only the High Court to exercise them.       But this nuance is seldom respected and all criminal courts exercise them.

Section 482 preserves the inherent powers of the High Court to prevent an abuse of the process of any court or to secure the ends of justice. The provision does not confer new powers. It only recognizes and preserves powers which inhere in the High Court
