A ‘History Sheeter’ is a term used to refer to someone who holds/has a long criminal record.

Dear Yogesh,

A criminal with a long history of serious crime is known as a history-sheeter in India. The phrase refers to an Indian structure. In India, police stations keep three types of history sheets. A repeat offender moves from category 'C' to 'B' to 'A,' and a "Category A" history-sheeter is regarded a hardened criminal with an almost incurable criminal predisposition.
