discrimination in the name of religion, caste and politics in the college

Requested the respectful Lawyers, there has been a politics and discrimination in the name of religion and caste in the college, irregular funds was witnessed in the college. Can you please tell me which shall be the best authority to approach for.

So that college shall be banned forever. Or their license to study must be cancelled

Dear Sir, 

If the college comes under the definition of State under Article 12 of the constitution, then an individual is protected from the encroachment of his/her fundamental rights guaranteed under Part III of the Constitution of India by the State and discrimination on the basis of Caste, religion comes under the definition of such encroachment. You may approach the High Court under whose jurisdiction such a college is falling and file a petition under article 226 invoking its writ jurisdiction. 

In case, it is a private college then you may complain to the Ministry of HRD or the University with which the college is affiliated. Complaints may also be filed with Minorities Commission, SC/ST commission in case of both private and Govt. colleges.

Khan Sahab,

The stage of evidence is a later stage. You first have to file a complaint. The appropriate authority will conduct its enquiry and will try to adduce evidence by calling witnessess.
