notary is ok. SEM are there in some places but they are not same as Notaries, noties come under Notary act, SEMs fall under govt execitive action only by the relevant general administration depts .
no comparison.
if SEMs certification is specified u can take his certification as it is evident that the place has SEMs that is ll.
