can i ask for the certificate of a Govt.employee

Sir, could you please tell me how can I get the qualifications certificate of the Govt.servant under RTI. Can I get them. Under which rule of RTI act can I ask. Can the employer reject my application on the grounds of his personal information. Please give your valuable reply. Regards.

Personal information can not be granted as per Rule 8-1-j of Rti.

IT can be denied until or unless you convince the PIO, Appellate Authority on reason and purpose.

What is the exact reason and propose?
