birth certificate

I have BIRTH CERTIFICATE of BBMP but my name has not mentioned I asked by govt Born's hospital but they have told to me that certificate has became wasted so for new certificate becomes more costly some 2000 change and what value of old certificate Y the govt people not support to poor people's when they struggle & people giving extra 💰 there started working immediately Y.... not only birth certificate they do others etc....?
