Where to file case under law of tort

The Victim belonging to Scheduled Caste was forced to Sign 2 Blank Stamp Papers by puting under fear of death and was forced to leave the Properties alongwith the Household items, clothes etc., even toys of minor children of victim were not allowed to be taken by the Known Land Grabbers with threats to kill entire family.

 

The said 2 blank stamp papers were Incorrectly Registered as General Power of Attorney  in September, 1989 by the Sub registrar with several violation U/s 20 of the Registration Act, 1908 under the influence of the said Land Grabber subsequently Registered the Sale Deeds and got the Properties Transfered. The Victim's son received the copy of the said GPA from the DSP in June, 2009 after several Complaints to the Police and other authorities but FIR was not lodged stating that the matter is of Civil in Nature.

 

Despite attracting offences punishable U/s 81, 82 of The Registration Act, 1908, 3(1)(f) r/w (g), 3(1)(z) of The SC & ST (POA) Amendment Act, 2015, 382 & 395 IPC r/w 3(2)(v) of The SC & ST (POA) Act, 1989, 6 of The SC & ST (POA) Act, 1989.

 

Till date Enquiries by the Local Police twice, CID once, SP Once and Revenue Officials once, but failed to initiate Criminal case.

Even Prosecution was not commenced U/s 83 of the registration Act, 1908.

 

Can anyone Please let me know how and where to file the case under Law of Tort.

Can the Victims File Complaint U/s 200 CrPC r/w 83 of The Registration Act, 1908 Before the Hon'ble Court of JMFC with the Prayer for directions to the Sub Registrar to Commence Prosecution U/s  83 of The Registration Act, 1908 to initiate Criminal Complaint and further Prayer for directions to the SHO U/s 156(3) of Cr.P.C. to register the Crime for above said offences.

 

Please inform.
