Being an NRI, like many, I cannot attend court hearing all the time in India. However, I heard that there is a provision for skype or video call.
when is this provision used? There is a RCR case that I need to attend but the dates will be announced until the final trial. And what is the procedure for me to use the video chat?

Firstly, have your Advocate file an application for exemption from your appearance on each date of hearing. On the basis of the Court's order on that Application, you will know when to use Skype to remain present. Nevertheless, your presence is not required except for mediation, counselling or evidence.
