Warrants Not Served Continuously
In case of Ch Returns Section 138 of NIA, the bailable warrants are continuously returned by the Police with an endorsement “the accused was not available”
What is the remedy with the complainant, keeping in mind the fact that the accused is very much there but is smart enough to manage the INDIAN Police.

you can file an application to declare the accused as proclaimed offender.
