Violating office procedure

What action can be taken if the subordinate staff do not put their signature on the notice issued by the Head of Office ?

The action that cant be taken is to look at the overview of the office procedures rules and regulations. These rules and regulations are local to the industry or company that you're working in. Generally if office procedures are not followed you also need to look at the contract that has been formed with these individuals. If you have not given a written contract and the person has not been working long enough then you could remind them that they're not following office procedures. You need to do this verbally n the first instance. If this continues on a regular basis then you need to do this in writing. You could also give a final warning and let the person know that next time they could be dismissed on this. Remember everything needs to be documented so that if Court action follows you are able to explain your actions. You cannot dismiss the person immediately if they failed to put their signature as you have mentioned above. If the signature is a mandatory requirement of the post in question then it is a very serious offence committed by the individual. I hope this helps.
