VAT on Property in Thane

Hi,

I want to understand if the VAT is still applicable on Properties in Maharashtra. I have purchased a newly constructed flat in Thane and builder is asking for 1% VAT. My Sales agreement was done on March 07, 2011.

Also is there any way I can directly pay to Maharashtra Government instead of issuing a cheque in favor of Builder?
