Before using the bike in Maharashtra you have to pay road tax with Maharashtra RTO

Strictly speaking, a bike registered in one state cannot be used in another state, without paying the road tax of the state.  However, there are exemptions available to Central Government Emplyees/Military Personnel etc. You may find whether your Grand Son fits into any of the category.

And, its my experience Police do not much care about out of the state vehicles in especially Mumbai.  I used my Motor Cycle registered in Hyderabad from 2002 to 2017 in Mumbai. I was never asked by Police about the registration, altbough on numerous occasions my documents were checked.
