Transfer rules

If a central government employee will be transferred twice within 6 months. Let say from Kolkata to Delhi and then to Jaipur, then he will be entitled for composite transfer grant once and he cannot claim for transfer of his luggage from Delhi to Jaipur as he claimed for Kolkata to Delhi because second transfer has been made by the government within 6 months. Is it true??
