Transfer of tittle of deceased to his heir

we have a property gifted by my grandfather to my father , my grand father had five children they all got their shares , and all this is mention in the will, and the heirs have signed it, but we approached the bmc they asked for noc from the heirs , now that they got their share they are not willing to give noc, so how can we transfer the property to my fathers name, its mention in my fathers will that the property belong to his son ,
