Transfer of ownership of dda flat after fathers death.

My father had a freehold DDA flat in his name in the NDMC area and he died without leaving any will.
Me and my sister are willing to relinquish our share in the favor of our mother.
Could you pls tell me what is the procedure for the same ?

Do we need to get a succession certificate from court ?

Will DDA be involved or we only have to deal with NDMC on this matter ?
