Can a flat in a cooperative society (In W.B.) be transferred on death of member, to the nominee, without a probate?

1. IF the "immovable" property is within the City of "Calcutta", THEN the will of the deceased is to be mandatorily probated thru the High Court, ELSE not necessary for probate.
2. It would be an "invalid" act to transfer the property based on "nomination" documents.
