Transfer of bike

I bought a Activa from a dealer in Rohtak and at that time he only gave me bike RC, promising he will bring the affidavit of sale soon. Now after 1 year he is asking me to do all the bike transfer documentation and saying affidavit is not enough. And asking for Rs 3000-4000 for the same, claiming affidavit of bike transfer is not enough. Can You help me by ansering that affidavit of bike transfer is enough or not because it seems like again he wants to imbribe some money in between. Your answer will be duly appreciated and will reside my confidence on this forum. Thank You
