Trade licence

Dear Experts

My mother is the owner of a property.My brother wants to do business from her house so to obtain trade licence wants consent letter.

Now my question is if she allow her son to obtain trade licence will it lead to dispute(suppose my brother does not vacate or transfer the business) when she would sell the property after say 5 yrs?

mother is likely to make a gift deed  of the property in my name.

please advice
