1) First Stage :
Mr. A want to develop 300 acre land for Villas, bunglos scheme.
all land is of agriculture.
and out of this portion Mr. A has onyy 50 acres.
Now but other owner are ready to sell land as per Direction of Mr. A.or ready to sell such land to Mr. A time to time as Mr. A sells his part and purchase others part or make arrangement direct sale to pruchaser.

Second Stage :
Mr. A want to give all responsibiity to Mr. B for development , statotory approval, arrangement of finance, marketing etc.
Issue is ,
Mr. B and A not able to pay reg fees and stamp duty on intial stage.
YEs, puchaser ready to book in this scheme.
How, this transaction can tackle by which type of document in such case Mr. B can handle all transaction and purchase can get confidence in this transaction.
please give advise.
