Time period to file fir in a cyber crime police station

Hi Experts,

My friend filed a Cyber compalint in a cyber cell and he went to US. Now the S.I of Cyber crime police station is asking my friend and provide his statement to file the FIR.

My questions are

1. Can he provide his statement through skype or email, as he is not in India?

2. How long the Police can wait to complete FIR
