please note drinking is allowed in gujarat subject to having necessary permit for consumption if

it is required for certian purposes i.e. for health.

whereas in the state of bombay there may be other rules applicable for consumption by any enactment, rules or notification.

w.r.t. gujarat need to obtain health permit if one requires consumption and that to it cannot be consumed in public place.
