Tenants rights

my lease agreement has just finished and the owner is refusing to return the deposit and is asking me to get the flat painted before getting the deposit amount back. Even though i have got the whole flat cleaned up and the paint also cleaned, he is still asking to get the paint redone to get my deposit back, i just want to know if there is any rule where the tenant has to get the flat painted after the completion of 11 months agreement.
