Tenant not paying rent and not vacating.. what to do??

Hi Everyone... I have a showroom in Chandigarh and I gave it to person to open a restaurant... The business did not work and he subletted the property to someone who opened a tavern(theka). they paid me the rent till they were running their business... now they did not get the contract for selling alcohol this time so they cannot run it...

 They have locked down the shutter and are not paying the rent... how shouild I go about it...??

Pls advice
