Tenant not paid rent not answers calls

Sir,

My tenent is not paying rent for past 2 months in Tambaram, chennai. As I am outside chennai when I call him he is not picking up calls intentionally. How this can be sorted? Should I send him a notice from my side before going for legal proceedings?
