Tenant eviction

What if a 30days notice is sent to the tenant via registered post as per the agreement and the tenant refuses that has receievd the same and thus refuses to vacate the premises? Is it ok that a notice is sent on plain paper but sent via registered post?

My current tenant's agreement expried in Feb this year and now refuses to register the new agreement made due to a fine imposed by the society for negligence which will be deducted from his sercurity deposit. What legal proceedings can be imposed if refuses to vacate as per the notice sent?
