Tamilnadu housing board flats

Is it possible for owners of TNHB APARTMENTS twhich are 15 years old to make agreement with a private builder for demolishing and reconstruction and increase in area. No of floors increase as the builder is agreeeing due to increase in real estate value.

Will the T.N.H.B object to it or is there any ruling in this matter recently  that only T.N.H.B can develop / rebuild T.N.H.B FLATS.
