Talaq validity

Please solve

1. Is written talaq (sent by regd. post) valid in courts. (reason is because wife is not communicating with husband from past 2 years and not ready to live with him at his place, she is just ignoring her husband and has custody of 2 young children aged 4 and 2).

2. Does talaq become a reason for accepting false cases for the police.

Talaaq is a talaaq whether pronounced in writing or oral, it has its own validity, once it is pronounced, the marriage is dissolved as per the provisions of Muslim Personal law. The false complaint with the police can be given even without talaaq also, it depends on the mood of the complainant.
